Using the Path Drawing tool /Line and Arrow, Shape-Spline, 3D
round, Width-2, Depth 30 Starting your line at the edge of your
paper just click and move your line across the page in a curve or
several curves to the other side. It needs to go from edge to edge.
Just double click to end your line.Example;

Leave some space and draw another line angle it where you wish.
Example;

Make sure you have gone to the edge of the paper
when starting and stopping.
Using your Magic Wand

Click on the center portion of your paper between
the lines you have drawn.

Right click and convert to Object. You can now fill
that area with a color or background of your choosing.

If you would like a different color or texture for
the top part just repeat the previous step using the magic wand to
fill the top area. Do the same for the bottom area.

You can decorate your lines if you wish by placing
any path shape, stamp or an object across the first 2 lines you
made. You could also hang a tag from the line. Don't forget to save
your work.
Example;

If you want a lighter center you can set the
transparency on 50% or however much is necessary for your background
picture.
Example; With different backgrounds.
100%
or set to 50%

You can set the transparency on the top or bottom
piece also if necessary. If you used objects on top of
the line then select all the designs and the line and merge as a
single object, then shadow it.
Example 1; Here is an example going down one
side of the page. I moved the line over a bit and I erased the edge
on the strip with the butterflies. Then I put my designed object on
top of the line and merged them. The line of writing is a duplicate
of the first line. Go to Object/ Wrap/ add text to active path and
then you type what you want.

Example 2; When you have the concept of how this is
done you can do different things to that center strip.
